CALRC 2024 Keynote Speakers:

Martha Guzman was sworn in as EPA Regional Administrator for the nation’s Pacific Southwest Region (Region 9) on December 20, 2021. In this role she is leading EPA efforts to protect public health and the environment for the region spanning Arizona, California, Hawaii, Nevada, the U.S. Pacific Islands territories, and 148 Tribal Nations. Her focus is on advancing President Biden and Administrator Regan’s priorities in the areas of climate change, environmental justice and scientific integrity, and more broadly on achieving progress in making the air, land and water cleaner and safer for the residents of the Pacific Southwest. Senator (Ret.) Vanessa Delgado was appointed to the South Coast AQMD Governing Board in May 2019 and currently serves as Chair, where she advocates for advancing air quality goals for the region. Born and raised in Los Angeles, Vanessa is the daughter of Mexican immigrants and began her career in public service working in economic development for the cities of Pico Rivera, Anaheim and Downey. Vanessa also spent eleven years as the Director of Development for Primestor Development and was a member of its Executive Team. Currently, Ms. Delgado serves as founder and President of Azure Development, which creates, designs and builds exceptional affordable housing communities and commercial projects throughout the Southwest… Read more.

Richard and Leah Rothstein will present research from their co-authored book Just Action: How to Challenge Segregation Enacted Under the Color of Law. Richard is a research associate of the Economic Policy Institute and a Fellow at the Thurgood Marshall Institute of the NAACP Legal Defense Fund. He lives in California, where is a Fellow of the Haas Institute at the University of California–Berkeley. Leah Rothstein’s expertise in the full range of housing policy stems from more than two decades of experience as a consultant to affordable housing developers and local governments and as a community and union organizer.
