Biography
Mr. Ritchie is a Vice President in charge of the SCS Environmental Services Group for Northern California. He is a registered Professional Geologist in California with over 37 years of consulting and environmental site investigation and restoration experience throughout the Western United States. Jim leads multidisciplinary groups in designing and executing Brownfields assessment and remedial programs for Grant- and privately-funded projects. His experience includes acquiring and supporting applications for USEPA Grants, Equitable Communities Revitalization Grant (ECRG) and Subaccount Cleanup Program (SCAP) Fund Grants, on projects with budgets ranging up to more than $1,000,000. Jim is part of the DTSC 128(a) Collaborative Group, which focuses upon emerging regulatory agency concerns regarding Brownfields, Vapor Intrusion, Tribal and Environmental Justice aspects of Site reclamation and re-use.
Jim’s experience includes Brownfields site assessment, restoration and redevelopment, for public and private clients. He has completed due diligence on hundreds of properties to facilitate real estate transactions and redevelopment. He has led Brownfields site assessment and redevelopment projects including United States Environmental Protection Agency (EPA) Brownfields Grant work, as well as work under Voluntary Cleanup Agreements (VCAs) with the Department of Toxic Substances Control (DTSC) and the Regional Water Quality Control Board (RWQCB), under California Land Reuse and Revitalization Act (CLRRA), and more recently, the Gatto Act. The Brownfields redevelopment projects have resulted successful revitalization of numerous chemically-impaired properties into commercial, mixed-use and residential developments. Jim’s experience also encompasses mitigation of properties for safe redevelopment for affordable and market rate housing and mixed use purposes, employing mitigation strategies such as Vapor Intrusion Mitigation Systems (VIMS), Deed Restrictions and Land Use Covenants (LUCs).
