Joel Markland
Biography
Joel joined BCA Environmental Consultants, LLC as a Project Manager and has held positions of increasing responsibility since 2008. He has served as the President since 2016 and is responsible for all aspects of BCA’s strategic business decisions and is directly involved with the management of large, high visibility projects. As President, he is responsible for the company’s vision and drives the corporate culture. He holds a bachelor’s degree in Environmental Science and Management from Indiana University.
Joel is a nationally recognized expert in brownfields redevelopment, working with local government agencies, non-profits, and private stakeholders to develop funding strategies to facilitate the redevelopment of brownfields and other contaminated properties. Joel’s professional experience includes environmental investigation and remediation, brownfield program management, providing technical assistance to municipal clients, grant writing, community outreach, and client relations.
Joel also has a passion for brownfields policy. He is in regular contact with lawmakers, discussing the critical role that federal funding, including the U.S. EPA Brownfields Program, plays to help redevelop blighted and abandoned brownfield sites, encouraging economic development and community revitalization. He has played an integral role as an advocate for increased federal investment in brownfields programs which will allow local governments to clean up and redevelop brownfield sites, creating sustainable growth in their communities.
